Subsidy Reform and Social Protection

The objective of this assignment was to assess the population’s perceptions regarding rice subsidies and the impact of rice subsidy reforms, in order to inform the design and implementation of compensation measures for such reforms and to assess the related political economy aspects. The assignment aimed to produce evidence that will help understand the constraints to reforming subsidies that come from the dynamic link between stakeholder perceptions and options for reform. To this purpose, it explored perceptions of the population (focusing on consumers) vis-à-vis the removal of blanket subsidies and substitution with alternative measures of SP.
