Reforming Technical Cooperation Study

The study sought to describe current technical cooperation practices in the Philippines; analyze the structure and dynamics of technical cooperation relationships in the country and show how technical cooperation processes supported or undermined the overall goal of contributing to capacity development; identify the factors and conditions behind successes and failures of technical cooperation for capacity development; identify and examine innovative approaches; and draw lessons and recommendations based on the Philippine experience.
